FBI Investigation Reveals a Cross-Nation Plot: India, the US, and Canada at the Forefront

The FBI recently released a report that has shaken international relations, implicating multiple individuals in an assassination plot targeting Khalistani separatist leader Gurpatwant Singh Pannu. Indian nationals Vikas Yadav and Nikhil Gupta, along with an individual identified as CC-1, are central figures in the investigation. The story has sparked a flurry of responses from the United States, India, and Canada, deepening diplomatic tension between the involved countries.

The Allegations: India in the Spotlight

The controversy began when The Financial Times, on November 23, 2023, published a report accusing Indian officials of being involved in a plot to kill Pannu. This revelation came as a shock, particularly when it was alleged that the plan was in motion during Indian Prime Minister Narendra Modi’s visit to the United States in June 2023. According to the reports, Indian intelligence officials allegedly conspired to silence Pannu, who has been an outspoken advocate for an independent Khalistani state for Sikhs.

The Washington Post followed up on this story on April 29, 2024, publishing an article titled, “An Assassination Plot on American Soil Reveals a Darker Side of Modi’s India.” This piece claimed that while Prime Minister Modi was on U.S. soil, Indian intelligence operatives were plotting the assassination of Pannu. A key figure named in these reports was Vikas Yadav, who was identified as a high-ranking Indian intelligence officer, though his name was initially thought to be Vikram Yadav. As the investigation unfolded, it was revealed that Vikas Yadav was the true identity of the individual referred to as CC-1.

The Role of Nikhil Gupta and the Undercover Sting

Nikhil Gupta, who played a middleman role in the conspiracy, allegedly arranged the plot to assassinate Pannu. The FBI reported that Vikas Yadav hired Gupta, who then reached out to an American citizen to carry out the plan. However, unbeknownst to Gupta, the individuals he contacted were actually undercover agents working for the U.S. government. The FBI’s report indicates that a deal worth $100,000 USD was made for Pannu’s assassination.

This undercover operation uncovered a broader conspiracy. The FBI also connected Nikhil Gupta to the assassination of another Khalistani leader, Hardeep Singh Nijjar, who was killed outside a gurdwara in Surrey, Canada, on June 18, 2023. This detail has further strained relations between India and Canada, with Canadian Prime Minister Justin Trudeau openly accusing India of being responsible for Nijjar’s murder.

India’s Response: Denial of Involvement

The Indian government, through its Ministry of External Affairs, has denied any involvement in the assassination plots. In response to the allegations, the Indian Ministry clarified that Vikas Yadav no longer works for the government, specifically for India’s intelligence service, Research and Analysis Wing (RAW). However, the U.S. Department of Justice remains firm in its stance, stating that during the time of the conspiracy, Yadav was indeed working in the Indian government’s Cabinet Secretariat, a department that oversees the operations of RAW.

Despite the Indian government’s denial, the case continues to complicate international relations. The FBI has made it clear that it will not tolerate any foreign attempts to instigate violence on U.S. soil. Following Nikhil Gupta’s arrest in the Czech Republic on June 30, 2023, Gupta has been held in an American prison while the FBI continues to search for Vikas Yadav, who remains at large.

The entire plot stems from the long-standing demand by some Sikh groups for a separate Khalistan state. Gurpatwant Singh Pannu, a dual citizen of both the U.S. and Canada, is a prominent figure in this movement. As a result, the case has become a point of contention between India, Canada, and the U.S.

Canadian Prime Minister Justin Trudeau has been particularly vocal in his accusations against India, claiming the Indian government is directly responsible for the deaths of pro-Khalistan leaders.
